I used my own DIY Bokeh Masters Kit and gelled my flash with a blue gel from photogels.com. It didn't work nearly as well as I would have liked, so I hope to have another try at it sometime.
Pentax K-x - 1/180 sec - f/0 - ISO800 - ~75mm
Daylight, blue-gelled flash Achiever 300DX mounted on the camera to get reflection of water drops.
Used GIMP to adjust levels, scale for web. Note: the raindrops are all done in hardware, not post.
